记录一条证明记录（渠道为 api，并注明您的应用）：一份账户层文件（platform_terms 记为已接受，platform_privacy 记为已确认阅读，network_consent 记为已同意），或本协会的 privacy_notice 记为已确认阅读。version（以及已发布时的 sha256）必须指明您的应用所展示的现行文本——否则返回 422 <kind>_outdated。同一版本记录两次并无妨碍：每条记录都是一份证明。接受 Idempotency-Key。
